The situation one year after the MonCompteFormation application went online
On November 21st, 2019, the Minister of Labour announced the launch of the MonCompteFormation application. This application aims to give employees and job seekers more autonomy in managing their training rights. One year after this launch, what conclusions can be drawn?
A first report from the Caisse des dépôts et consignations
On the anniversary date of the launch of the "My Training Account" application, which manages the Personal Training Account (CPF), the Caisse des dépôts et consignations (CDC), the operator and "banker", published its first report.
In total, the application was downloaded 1.83 million times with 12.53 million profiles activated. The Personal Training Account (CPF) had, on the 4th of November, 38.02 million CPF accounts with an average amount of 1,280 euros.
Considering the training offers and certifications, nearly 17,000 organisations offering 316,000 training courses and 5,200 certifications have registered in the application via the EDOF platform.
At the launch of this application, Muriel Pénicaud had formulated the ambition to see one million people using the application. One year later, this objective has been reached and even exceeded! Despite the health crisis, the confinements, and a resumption of unemployment, the result of the application "Mon Compte Formation" allows the government to demonstrate a complete success especially given the dynamics of transformation of the sector which many actors considered, if not impossible, at least very risky.
How is the CPF funded?
The rights acquired on the CPF can be mobilised throughout a professional career.
Due to the health crisis linked to the Covid-19, the deadline for recording the balance of acquired rights under the DIF, initially set at December 31st, 2020, has been extended by 6 months.
For full-time or part-time employees, the CPF was funded up to €500 for 2020, and over time up to a total limit of €5,000. For part-time employees, whose working hours are less than half of the legal or conventional working hours for the whole year, the CPF is paid in proportion to the working hours worked.
The CPF contribution by the employer available since September 2020
Some definitions
- Metered contribution: when the contribution is provided by a company, a group, or a branch collective agreement. The employer calculates the amount to be paid to the CPF each year for each employee concerned; the amount is paid to the Caisse des Dépôts, which pays into the employee's account as soon as it is received.
- Adherence to the file: when the cost of the training is higher than the amount of the fees registered on the CPF for a particular employee.
- Reminder for companies with more than 50 employees: a so-called "corrective" contribution is provided as part of the summary inventory of assets carried out every six years by the employer. In the absence of a professional interview and/or if the employee has not benefited from training other than compulsory training, the employer is required to top up the employee's account to €3,000. The amount is paid to the Caisse des Dépôts, which tops up the employee's account as soon as the sum is received.
